If a gate moves to a street can an investigator pass through that street or would entering it cease his movement and result in him going to an OW?

You don't go through gates until the Arkham Encounter phase, so you can move right on past it.

i would concur, but also you go through a gate if the gate opens on your location during the mythos phase, so i also play if a gate moves onto you during mythos phase your gobbled.

That is the proper way of dealing with it per the Lurker rule sheet.
