Monster surge and Tommy question
The number of monsters from a surge is equal to the number of players OR the number of open gates whichever is greater . The monsters are then evenly distributed on the open gates.
That actually reminds me of a question I had. When placing monsters from a surge is there any order in which they're placed? Is it random or do I get to choose what goes where?

I say yes, Tommy is arrested in Innsmouth. It's not his town and Innsmouth cops are half-monsters anyway.

Meh, Tommy is actually easy:
"Tommy may not be arrested."
Innsmouth still uses arrested for Martial Law so he (and Marky Mark) are immune. The livelier debate has always been is the Deputy immune to all arrests or only the ones mentioned?

Three. Each expansion board past the first one reduces the number of investigators when calculating for monster surges.

Methinks you're right. The investigator number is reduced for calculating everything EXCEPT Final battle (obviously, or it would be far too easy).
I think arkhamresident's answer is right. Just as The Professor, that question came to my mind AFTER I lost my last game, where there were a ton of monster surges. I had been playing the situation I previously described as producing 4 monsters instead of 3, but the rules DO say that investigators are one less EXCEPT for Final Combat. On a side note, if one is playing with all 3 expansion boards and 4 investigators, how many gates must be open for the AO to awaken? 4 minus 2 because of two extra boards beyond the first, which means...8 open gates needed to awaken the AO, but this becomes 9 because you're using both Dunwich and Innsmouth. Correct?
But what about monsters? Are 5 investigators considered such when playing with 3 expansion boards, and thus you must produce 2 monsters on each gate opening, or are they considered as just 2 investigators?

You are correct that in that situation, 9 gates must be open to awaken the AO. And with 5 investigators and all 3 expansion boards, the game is considered to have 3 investigators. This means you spawn only 1 monster at each gate. It may seem that it's making the game easier, but when you consider how much distance the 5 investigators might have to cover, it seems a good balance. Send 1 to Dunwich, 1 to Kingsport, 1 to Innsmouth, leaving only 2 investigators on the base board. Of course, with deck dilution, you probably won't ever need to be spread that thin.
