If you are building a Skaven deck in order to build a Skaven deck, I assume you are wanting to include every Skaven card (which is alot of fun). If so, the core faction isn't incredibly important. With a Skaven deck you really want to have mostly Skaven cards in play (for Deathmaster Sniktch, Greyseer Thanquoul, Screaming Bell, Chittering Horde, Rat Ogres, Greyseer's Lair, and the Vicious Clanrats), so you just need enough of the other faction to fill out the deck. I'm having success with Chaos, because the Skaven lack any defenses, and those "corrupt a unit" tactics are lifesavers.
As for playing, you can put alot of your units in the kingdom and quest. You really only need a couple units in the battlefield because pretty much *every* Skaven card makes another card better, and you will quickly have a 3 cost unit solo burning zones. Then support those attacks with Greyseer Thanquoul from the Kingdom/Quest, and use Deathmaster Sniktch to take out powerful enemies.
You will have trouble with defense, and direct damage decks will be very hard to deal with. However, the Skaven deck works quickly, and hits like a truck full of dynamite.
A guy in our group has a great build paired with Dark Elves.
Chillwind and Walking Sacrifice (just because it is a 0 cost and has a better effect than Fledgling Chaos Spawn ) are the 2 biggest reasons.
Skaven effects work best when they swarm, so your goal is to always have more units on the board than your opponent for Deathmaster Sniktch and Greyseer Thanquol .
Chillwind allows you to use Deathmaster Sniktch effect multiple times in one turn to prevent attacks or clear their board for a clean shot with Greyseer Thanquol. It can also help in a pinch when you don't hit Rat Ogres .
