Maybe I've played GW tabletop games too long. I'm used to their "rule sets of permision" (it has to say you CAN do something, it's absence doesn't imply that you can). So my question is this. Is Special Issue Bolter Ammo Tearing? The main entry for the bolter indicates that it is Tearing, so that means the standard issue ammo is Tearing, since that's what the stats assme. Then you look at the rules for Special Issue Ammo, and the Hellfire rounds specify they are Tearing. None of the others do. Ergo, they aren't, at least under the reasoning of a "rule set of permission". Thoughts?? I think that sucks, it it's the case...
Is Special Issue Ammo Tearing?
Normally when an ammo type makes you lose a special rule, like tearing, it says so.
For example the Rites of Battle Shotgun ammo that gives penetration specifies that the weapon loses the scatter rule.
Its most likely that its either:
1) for non-tearing bolt weapons in a future supplement, or for non bolt weapons that can use bolter ammo.
2) a redundant rule
It sort of makes sense that most of it wouldn't though.
Dragonfire doesn't even explode, and metal storm are small frag grenades, which don't have tearing. Stalker is just frozen mercury, and Vengeance are weird.
All of them besides those, and maybe Vengeance should have tearing though.

Kraken rounds must have Tearing as they are improved standard bolt rounds. By that you can see that RAI is that they all have Tearing unless an entry says it does not.
A better argument would be that if you look at the Effects section, they do not replace the original Bolter rules (as in the SM Codex), they modify the entry (Damage gets decreased or Pen increased). That means all previous rules remain in effect unless explicitly lifted.

It makes mechanical sense, as without tearing many of the improved ammunition types would be complete junk.
