alright spent a good portion of last night looking for this Khal ruling to no avail. Here are the two scenarios and how Currently my Meta is playing them.

First is

Khal Drogo from QOD "Response: After Khal Drogo is killed, search your deck for X Dothraki characters, reveal them, and put them into your hand. Then, shuffle your deck. X is Khal Drogo's STR."

Current ruling for my meta: Since Khal is Killed and in the dead pile, the only thing that can make you get more than 3 dothraki characters is anything that reduces or increases dead pile STR.

and Last.

Blood of the Dragon- Core + Daenerys Targaryen - QOD.

Blood of the dragon states "While participating in a challenge, attached character gets +6 STR and gains the Dragon trait."

Daenerys Targaryen "Dragon characters you control do not kneel to attack."

Current Ruling for my meta: Since it requires you to Kneel the Character to participate in Challeges , Blood of the dragon does not apply the dragon Trait until Daenerys is Knelt as the attacker. If this is so i assume it applies to anyone with Blood of the Dragon on while Daenerys is out.

No. At the time the Response is triggered, the Khal is killed, but not in the Dead Pile. He's still moribund on the table. Check for the STR he had when he was killed. Theoretically, you could even increase his STR after he's been killed, if you can find an appropriate Response. Don't know if this is possible currently. You'd need something like "Response: After a MIL challenge resolves, choose a participating character. That character gains +2STR."
