Basics to Greyjoy Choke?

I'm trying to make a Greyjoy Choke deck for lending out (and using my so far no used Greyjoy cards), but I've never seen one so I may need some pointers.

I think this is a perfect start to the deck. I would go with 2x River Blockades and actually 2x Samwell Tarlys. Also try the Price of War to get rid of some more of your opponent's locations.

For Plots I would say Valar Morgulis(obviously), Fear of Winter, Winds of Winter, The Power of Arms, Blockade, A Time for Ravens, and Retaliation.

Your Locations will need to have plenty of gold production and cost reducers. 1x Euron's Chambers, 3x Gatehouse, all 3 Streets plus King's Row. You might even want to play Refurbished Hulk to reduce Location costs because you'll want to run Longship Iron Victory and maybe a Scouting Vessel or two. Might want to run a Fiefdom or two but I'm not sold on those. Sunset Sea 3x is a must. Also, you'll want 3x Iron Mines to save key characters.

For characters I would stay away with anyone who costs more than 4. Even then the only 4 cost character I would include is Tarl the Thrice Drowned because he is a beast. 2x Maester Wyndamyr for saves. Either version of Theon Greyjoy is good, but for choke the KotS version is better. The other one has a war crest though. Eh, it's a toss up. Asha is good, Wex Pyke, Distinguished Boatswain, Maester Aemon, Dagmer Cleftjaw, Nute the Barber, and the greyjoy refugee should be a good start. You could even try out Vale Refugee if you want a decent free character.

For events you really just want the previously mentioned Price of War, Risen from the Sea, and maybe Paper Shield.

Attachments you are good with 2x White Raven, 3x B&P, and 2x of either Support of Harlaw or Fishing Net.

Fill in any remaining spots as you see fit. Probably best spent on characters. Good Luck!

Using a combination of the Winter mechanic and certain greyjoy cards you can keep your opponent without much gold throughout the game, thus choking his ability to play a significant amount of charcters and locations.

That's correct. Additionally, it will try to eliminate other resources, like cards in hand (Alannys Greyjoy, Kings of WInter Agenda), locations (River Blockade, Price of War) and less so cards in deck (Raiders). As Widowmaker mentioned, the Fear of Winter/Blockade plot combo is also pretty classic, and is especially devastating against the likes of a KOTHH deck or any other slow starter.

And like many/most/all Greyjoy decks, it relies on great locations, particularly warships (Longship Iron Victory, Longship "Foamdrinker") saves (Maester Wendamyr, Risen from the Sea) and winning initiative (Ahead of the Tide, Rise of the Kraken).

I played against an excellent Greyjoy Winter Choke deck running the Maester's Path agenda at the Iowa City regionals played beautifully by The Nick-ler. He absolutely eviscerated my Dragon deck. :)
