Gold on Tywin

Is the gold on Tywin (core) claimed during the taxation phase even though it's not "In their gold pool"? Tywin's printed text stating that you may spend gold on Tywin "as if they were in your gold pool" implying that they are not. The core rules state that during taxation players must "return any unspent gold tokens in their gold pool". Previously I had been returning unspent gold and just caught this. If this is the case then does that go for cards like Grey Worm (QoD) that claim gold for winning a challenge? I don't know that this would be particularly usful but just curious.

The important thing here is that gold tokens on characters are not in your gold pool. They are not returned to the treasury in the taxation phase, and you cannot use them to marshal characters or pay for effects (unless text on the card specifically allows ou to do so, like in the case of CS Tywin). What you need to know is that card effects sometimes use gold tokens as generic markers, because every player has them available. Grey Worm is one such card. The upcoming Iron Cliffs is another example. There's also several House Dayne cards.
