1. Can a multi-house card with more then one house specific keyword use both when in play for either house? For example if I am using house Lannister and have Vendor of Venoms can I use both Infamy AND Vengeful or are those keywords only relevant when being used by that house?

"House specific" keywords are not really House specific. It's more that they will almost never appear on a card without the related House affiliation. But there are no rules preventing the keyword from working if the player is using a House card with a different affiliation.

Look at it this way: can you think of any reason why a Greyjoy player who takes control of a card with Vigilant wouldn't be able to use the keyword on the card?
