1) Does flanking maneuver work by exhausting 2 of his characters to destroy a character?

2) Does flanking maneuver work only by exhausting my own characters? or can I exhaust his and my own character to destroy?

3) Is it possible to just use flanking maneuver to just exhaust 2 characters and not destroy a character?

1 & 2) You must pay all costs with cards you control. So you must exhaust two of your characters with © to destroy a (and in this case that means any, no matter who it is controlled by) non-Ancient One character.

3) No. Once you trigger the action and pay the cost the effect must resolve unless it is canceled.

"(v1.4) Paying Costs
Costs are any resources paid in order to
play a card, as well as anything before the
“to” part of a card ability."

and

"You may only pay costs with cards you
control. You may never exhaust, drain
a domain, drive insane, sacrifice, or
otherwise use or alter the game state
of any card you do not control, as the
means of a paying the cost of an effect." (FAQ 1.4, p. 5)

In FM, exhausting 2 characters with C comes before "to" and are part of the cost of the card.

Yeah... that is what I said. ;)
