E: This attack played as a Reversal after a low attack gets +3 Damage.

E: This attack played as a Reversal after a high attack gets +4 Damage.

Blanka E: This attack played as a Reversal gets +5 Damage.

-Bitter Rivals-

E Reveal your hand: Your opponent reveals their hand. Either change the attack zone of this attack to any other zone or your opponent discards 1 card with a keyword ability (your choice).

If I use Bitter RIvals on my opponent's attack and change the attack zone, would the E used on Beat Hurricane be based on the printed zone of the attack or the zone I changed it to?

It would be based on the zone Bitter Rivals changed it to.

Funny enough, use an e to make it a high attack, then use one to give it extra dmg... use another e to make it a low, give it more dmg...

That wouldn't work. Beast Hurricane's damage pump is based on the zone of the attack you blocked before playing Beast Hurricane as a reversal. It only cares about what the zone was during the block step. Beast Hurricane itself doesn't care what it's own zone is.
