It would be interesting to look at all the combinations of the expansions. It would be a lot of work, though. Maybe if I could figure out a way to do it efficiently. I suspect that Kingsport and Black Goat is the combo with the most monster surges, since it doesn't have that many unstable locations, combined with five Strange Sightings cards.

That combo sounds reasonable. But there would be no way to test it with my stats, because players don't record monster surges.

I, and I think a lot of other people, can testify that Kingsport and Black Goat produce insane amounts of Arkham surges. In my second to last game, using those expansions plus Innsmouth, I had about 6 or 7 monster surges in a 15/16 turn game. Guess how it ended.
