Short answer: no. At least for the Core Set and Ulthuan. And I wouldn't hold my breath for the first cycle.

I couldn't read the comment as my computer is unable to find it. I would settle for a reprint that covers the 1-2 cards that would be missing if you bought one of each core set/expansion/pack. But I guess it is whatever makes the most business sense to them.
FFG will never do this for at least the Core set/Ulthuan because it's not a profit maximizing decision. That's really what it comes down to.
Not sure about that. I am a semi-casual player and would not shell out for 2 extra core sets because I do not like to pay for all the redundant cards I would be getting then. However, if the missing cards (to complete 3 of each) were available separately, I would consider buying that. From what a see in the forum here, there appear to be quite a few people that might do the same.
They should fill out the missing core set cards in the deluxe expansions like they did with Inovation.
Also I don't mind having duplicates of good neutral cards like Warpstone Excavation and Contested Villiage.

I'm mostly playing WH:I at home and for me for comfortable deck building a starter box per person feels like a must. Even if each player favors a different faction. Don't get me wrong, it's not really about having full set of warpstones and villages in each deck. It's more about having an option to quickly switch between several decks without shuffling those neutrals in and out all the time. (plus you get additional counters and replacement boards)
On the other hand, my personal feeling is that "resource cards" in starter box sustain two decks quite fine on a casual level. So a single person that keeps one or two decks may find buying an additional starter excessive.
Actually, I really like the balance in card numbers in the starter box (and in battlepacks when done right). The number of cards almost translates to their power, so in a casual environment more powerful cards will be played less frequently making them really memorable. Also, the fact that heroes, relics and epic spells were present in copies of one made sense flavourwise.
Then of course there are Skaven, a deck of which I cannot really build, with their units in battelpacks being so few... I wonder if it's the same with wood elves and does the problem relate at all to the number of copies?
