Though given how much the Inquisitors Handbook was a gear and guns manual for the players, I'm not sure what this book will be about unless it concentrates on the whole paraphenalia of Inquisitorial resources that Acolytes may be granted access to- everything from Stormtrooper detachments to Grey Knights.

Actually that book was merged with the Acolyte's Handbook to create the Inquisitor's Handbook. So it isnt coming out and it isnt new.
Looking at the Amazon website you provided, it dates it as 6 May 2008 and as being produced by Black Industries.
Its a red herring that Amazon should remove.
