Ok my first stupid rule question

I am playing through my first game of AH and have a stupid question. When it comes to Arkham movement. if your speed is set to say three, do you HAVE to move the full amount or can you just move up to three? It doesn't really say in the rules so my instinct would be the second option, up to three. Stupid I know but an important concept that has major effect on how I would play the game.

You move however many spaces you want up to your max speed.

"If the player's investigator is located in Arkham (i.e., his investigator marker is in the town area of the game board), he receives movement points equal to his Speed value, as found on his investigator sheet. A player may spend one movement point to move his investigator marker from one board area to another, so long as the two areas are connected by a yellow line on the game board. One movement point allows an investigator to move from a location to a street area, from one street area to another, or from a street area to a location."

That was pretty much what I thought. It is kind of ambiguous. Thank you very much. Now I will continue to go and get my rear kicked in this first run through

Since we're on the subject of movement I have a question of my own. When one character is deputy and is using the patrol wagon to move could he go through a location that contains another investigator so they can trade and then continue on his way or does he simply go directly to his intended destination?

Example: Michael is using the patrol wagon and he wants to go to the Witch House but he also wants to give a spell to Harvey who is currently in the French Hill streets. Since Michael has to pass Harvey to get to the Witch House could he trade with Harvey on his way there or does he not actually pass through the street area?

Nope, he can't.

Patrol wagon is like teleportation, from point A to point B. No intermediate stop.
