A Time for Ravens generally isnt used unless you plan on playing a season; it'll help you draw cards off of Sam, but unless your opponents are usually using Summer or Winter, I would remove Sam and Time for Ravens. Might also consider getting rid of Hatchlings' Feast - its a great card, but I'm not sure how often you will have 3 influence available to use it.
I agree with Skowza on both points. Sam has got to go along with the plot and Hatchling's Feast. You won't often have 3 influence to use it since you are only running 7 influence providing locations and the summer seas you will be tempted to discard in order to play more characters. I know the maester gives 2 influence but it doesn't seem like it would be enough since only 2 Hatchling's Feasts means you won't be drawing it often.
Just on a side note, what are you trying to go for with this deck? I see there are tons of dothraki in the deck and only a couple maesters that provide influence.
The main schtick with maester decks as the moment is trait manipulation and I don't see any cards that would work off of traits other than Drogo's Horde, Jhogo, Aggo, and Rakharo. If you want to go with a trait manipulation strategy then here are a few suggestions -
You have enough other dothraki already that making one of your own guys a dothraki seems like a waste and the only trait hate card you have it Carrion Bird and he's not gonna be around often enough to be effective. I would add cards like Dissension, Lion's Gate, Old Nan, Ser Arys Oakheart, Varys(KL) and Abandoned Fort. Also I would replace A time for ravens with Songs of Bael the Bard so that you can make people the trait of your choice for a whole round instead of just a phase. It also seems like you need more maester characters. Three just doesn't cut it when you put together a maester deck since they have little to no protection. You definitely want some assortment of Maester Aemon, Grand Maester Pycelle, Maester Creylen, Maester Luwin, or Maester Wyndamyr in there. And since that would increase the OOH cards I would drop a plot for Alliance so that you can play those OOH cards easier. Maybe take out TftN?

Keep Sam, lose Feast and A Time for Ravens. Having one Sam in the deck increases the likelihood that you'll get several cards over the course of two turns, as opposed to not having him. He is also a good card to have to serve as a target for Venomous Blade. I like having a single Sam in all my decks these days, just in case.
