Can I play a developpement in response to lobber crew action to activate VTHC with my unit before it dies

First, you can play developments only during your capital phase, unless a card action specifies otherwise. Additionally, unit, support, development and quest cards cannot be played in reponse to anything (check FAQ p. 3).
