Reading Wolf's option for his "JOAT" I can't see why would anyone choose option B (choosing one Skill & one Char raise), over option A ( 2 Skills & 2 Char raises), or am I missing something?

It really depends on the scenario, there are times when one skill is more important than the others, so why not take the skill you need and boost you combat value, I know I've done this myself but I can't remember which scenario it made sense in.

option A says: 2 skills OR 2 char. raises
If you play the objective mode is very helpful to have 2 skills in addition: your goal isn't to kill everyone, you must just complete the missions quicker than your enemy.

The revised rules page 64 states: During the setup when the equipment packs are chosen, Wolf's player selects two characteristics, two skills, or one characteristic and one skill. A selected characteristic gets a +1 bonus for the entire game; a selected skill is added to your repertoire for the entire game.
