Just to clarify:

If the equipment's description doesn't have any special "prerequisites," can anyone can pick it up & use it?

So, for example: anyone could pick up Daniel Brown's Heavy Gun (& Battery Pack, if that's the case) & use it, then (I don't see anything anywhere in the rules stating the contrary).

As far as I know in the Revised Rules the only weapon that can't be picked up by anyone is Asteros' Labrys, which can only be picked up by an Epic hero.

Yes it is.
I.E.: Yula can pass her Krueger to Hermann (disputable decision, but she can), or Stosstruppen can take Flash-Gun MK1 from a Union's corpse.
