Dee character ability question

By hancelanson, in Battlestar Galactica

First off: thanks for answering this in advance. I'm sure this has been asked somewhere else on the forum but I couldn't find the thread anywhere.

While playing the Pegasus expansion for the first time this weekend my group of friends ran into some snags with the new characters. Dee's ability allows her to look at all the civilian ships currently on the board and then she may move any of them from the communications room. We drew 2 questions from this ability.

1. Can she move the ships to any new location, or does she have to follow the "Communications" room rule of one adjacent space?

2. In the New Caprica phase after Galactica has jumped back can Dee move to the communications room and activate the room to look at all the ships in either the locked or prepared pile and them move them (all) to space. This seems to be in line with the ability on her card "Look at any civilian ships on the game board and then you may move any of them" but it seems to be far too overpowered.

I actually just thought of another question we had; if I scout the crisis/destination deck am I allowed to say what I see? Not directly revealing the card but can I say that "this crisis isn't a jump-prep" there's no way to know until the card is revealed so it's possible that I could lie about it. I only ask because it seems hypocritical if this isn't allowed considering Baltar is practically encouraged to reveal the results of his once per game ability.

1. One space. She's using Communications, so she still follows the limits that her ability doesn't specifically override.

2. Don't know. No boards handy.

3. That's up to your group. If your group has concerns about secrecy, the FAQ has very strict rules for what can and can't be shared. If you're group isn't too concerned with it, then any sort of unverifiable statements might be allowed. Or in other words, ask them. :)

The secrecy rules are deliberately loose and open to interpretation, but I've never played in a group (and wouldn't want to) that allowed this. You can say that it was a bad card if you put it on the bottom, but that's it.

There's no inconsistency with looking at loyalty cards; you're not allowed to reveal anything on a loyalty card beyond whether or not it indicates cylon-ness. You can't discuss the details of a cylon reveal power, personal goal, etc.

From the BGG Wiki FAQ (which collects a lot of Rules Questions answers):

www.boardgamegeek.com/wiki/page/Battlestar_Galactica_FAQ#toc5

Q: If Dee uses Communications during the New Caprica phase, can she look at the civilian ships that are locked and/or prepared, even though she can't move them? (thread)
A: (Corey, FFG, to infocynic) Dee can only look at ships in space areas.

As Kushiel says, the game designers encourage you to discuss with your group how you want to handle secrecy rules. Just speaking from my experience, I find that there's a pretty worrisome slippery slope if you start to move away from the "binary" responses that the rulebook suggests. (Unkown cards are "bad" or "good," cards played into skill checks help "a little" or "a lot", and allowing these terms to become code language that gives away more information is illegal). To me, strict adherence to secrecy rules ensures fun and fairness to all players.

To each their own when it comes to secrecy, though. I will warn you that the more information players are permitted to communicate about face-down cards, the greater the human advantage. The less they're able to say, the more room for cylon shenanigans. Hope this helps!
