Why is the prologue for 1C always missing?

Not sure if I understand your POV right, but none of the scenario's have the Keeper Prologue tied to Clue 1 (or his choice of the Objective). As to where to find the first Clue (which somewhat confusingly always has the highest number), Prologue always gives hints to where to find it. Hell, most of them state outright which room/direction to go. I'd say scenarios 3 & 4 have the most ambivalent Prologue and even those aren't misleading at all.

The prologue text is always associated with the highest numbered story choice, which is never choice 1. These story choices never have an option C.

I think you'll find the prologues for 1A and 1B are always missing as well.

You don't give a hint on Clue #1's location, you give the hint to the first clue's location. Investigators do not search for Clue #1, then #2, then #3.
Instead, they search for Clue #3, then #2, and finally #1. Giving a hint to Clue #1's location is heavily counterproductive, as they usually need a key/password or something else to FIND it. Send them to the key first ;)
