ok so my fridns has two champion ship belts out and he has a card that commits to make us each draw a card. is he allowed to tap both in responce to the one card being drawn? thanks

Yes. A player may play any number of responses to the same trigger, provided they can pay the cost for the ability/card.

To add to this, while you can react as many times as you can pay the cost, you cannot react with the same response ability over and over, unless stated, you can only react with a certain card once for each relevant activation. For example, if you had a Response card that had a cost of discarding 1 momentum, and you had 6 momentum, you could not respond to the same stimulus 6 times.
