Tech-use for hit and run and boarding actions

Explorators can get Scholastic Lore (Tactica Imperialis) so tactical knowledge can indeed be covered. They can even get Command and related talents in the later ranks. No reply from FFG on my query so no reply to post up.

In real-life applications, the GM in the RT campaign I play in is completely fine with allowing tech-use to function identically to command when leading murder-servitors on hit and run attacks. We haven't been in ship combat since but it's nice for my Magos Militant to be able to do it. To do with with boarding would require a servitor crew, which I am not in favour of (too inflexible) but my character might be if the option presents itself.
