You can only claim power for your house card durring Military challenges. This includes unopposed power, the power from the agenda, and any other card effects that would claim power for your house.
Other than this, you can still gain power for renown and move power from your opponent's house to yours if you win a power challenge.
You do not get power for unopposed intrigue or power challenges, or for dominance.

Keep in mind these cards effects must be triggered within the respnse window during a military challenge. If not, they are not "during a military challenge" and cannot claim any power for your house. Just wanted to clarify.
In short, you cannot take power out of the power pool and put it on your House card for any reason, except in the duration of a military challenge.
You can move power from one card to another or take power out of the power pool and put it on a card other than your House card at any time.

So, in a power challenge, you aren't claiming the power from your opponent's House card (even though the amount that you take is based on the claim value of your plot card) but just moving it? And, as such, you can, even with a Siege of Winterfell deck, still get power from power challenges? Wow, been doing that wrong.

yes but they cannot claim it if they are running the Siege of Winterfell agenda

ok, sorry im such a noob, but to clarify. if i am playing a game with no agendas there is no point in initiating a power challenge unless the opponent has power on theri house card or cannot contest the challenge. otherwise, regardless of the claim, i would receive 0 power. so, to my understanding until players start to build power from dominance or uncontested challenges, power challenges are not an efficient use of my characters. is this correct? again sorry im such a noob, just got the game yesterday and something are wicked foggy for me. thanks for all your help!
That's it, if people don't win power and opponent can defend, you will not gain anything! Except that player have to defend (so kneeling someone) or let you claim an unopp power.
And you know unopposed chalenges are not rare and Dominance win by opponent too.
But there are other way to claim power to your house, like some plots or event or loc^^

IIRC, you can use Response effects that claim power after you win a military challenge, right?

When Eddard claims power, Eddard claims the power, not your House. So the Agenda card does not apply.
And as far as I understand, I claim 2 powers when I win a military challenge as the defender, too. This card seem a little unbalanced...what are the possible strategies of defense against a stark deck running this agenda?
I'm another player playing siege wrong. Never knew moving power between cards was not considered "claim". Thanks for the question and the clarifications. this is awesome.

what about siege of winterfell and brienne?
Brienne stops the player from activating the Siege. There was a thread that dealt with this, I think. Maybe a search of the forums would retrieve it.
Here are the issues with Brienne and Siege.
You cannot cancel Agenda effects by definition (according to the FAQ), so there is a knee-jerk response to think that Brienne doesn't work on the Agenda. However, as the1andonlime points out, Brienne doesn't actually cancel anything. She prevents you from triggering things in the first place. So she does prevent the Agenda.
She's a great way to deal with a Siege deck.
