when a party member "assists" another party member in an action they add a fortune die to the other members dice pool right?
Is this taken out of the assisting players fortune point stock?

No, it's just a free fortune die.
Although fortune points can be used to gain fortune dice, there is no real relationship between them, at least in the way you are suggesting. You can get fortune dice from a number of different sources and the GM can add them to a roll when appropriate, but that never affects your fortune points.

Oh okay, so can they just assist indefinitely then? Or only when the are not engaged with another enemy?

I'm not sure what you mean by indefinitely. They have to be engaged with the character they are helping, and they have to spend a maneuver. The fortune die is given on the next action taken by the target.
Generally, you can do this when engaged with an enemy. It makes sense when you are assisting someone's attack. There may be times where the GM doesn't allow it, though, based on the circumstances.

So 4 players engaged with each other can give everyone +3 fortune dice on the next attack?

I guess they could only give it to 1 player, but this is sort of what I was confused about.

In combat it makes sense. More people means more flanking/strategic maneuvering.

The penalty is that you have to spend a maneuver to give that die. And it's easy to counter: attack, then disengage. Enemies have to spend that maneuver on engaging rather than assists.
In my groups, it is rare for this to happen for more than one round. Usually it's when they are down to one last opponent, and often ends with the creature making a run for it.
