Valar Morghulis, limit 1?

Hello everyone. I apologize if you get asked this question every ten seconds, but I really did try to find it via a forum search first.

Why does Valar Morghulis have "Limit 1 per plot deck" on it? From my understanding of the deck construction rules, you can only have one anyway! Is this an artifact from a time (perhaps CCG-days) when you could have more than one copy of a card in a plot deck?

Also, slightly OT, but any Maryland players out there?

Deck construction rules say you can use CCG cards as long as they're identical rules-wise. So leaving off "Limit 1 per plot deck" would mean you can't use your Westeros Valar in LCG. I think that's really all there is to it.
