I was looking for some rulings or how she works on the rules boards but I didn't find any yet. I was wondering if someone could explain to me how she works, or just point me in the direction of a thread that will tell me how she works.

If you are able to play the card as your next action, you must. You can't draw a 3-cost character and then decide not to play it if you have 3 gold to spend.
