One Question about Timing, Another about the word Reduce

Say I marshall first.

I make it Winter with the White Raven and then play Ice Fisherman (If it is Winter, Ice Fisherman gains a P icon and "Marshalling: Kneel Ice Fisherman to take 1 gold from any opponent's gold pool and add it to your own).

I then pass action on to my opponent. He/she counts gold. Because I am First Player, do I can get first actions here. I.e. can I steal a gold, before he/she does any actions. Or must I wait until after my opponent makes an action, i.e. reduce a card/play a card.

Second question:

I have Gylbert Farwind in play. Does his ability prevent my opponent receiving the benefit of The Hollow Hill (which reduces the gold penalty by 1)? What about the Neutral Faction house card (which also reduces the gold penalty by 1)?

before it is added into the cost to play (as Hollow Hill and Neutral Faction do), Farwynd has no effect on them.

Essentially, if something reduces the gold penalty specifically, it can do so before it is added into the cost to play the non-Noble card. But if something reduced the total cost to play (which would include the gold penalty after it was added in), that's where Farwynd would stop the reduction.

I had a similar question about the word reduce.

Are "reduce" and "lower" the same in the case of Farwynd?

We have other instances such as, "draw" and "reveal", and "play" and "put in to play".

I was pondering that this may be another case where the specific use of a word in an ability matters.

The rules do not define a difference between reduce and lower, so you just go with the functional English meanings.

I am glad this is the case, even if it did stop Respect of the Old Gods from putting out one of my characters.
