In a 3 player game of TOI does the side with 2 players round up the moves e.g. 3 actions = 2 moves for each division?

Number of moves in 3 player game?
Yes. It's found on page 36: "The number of action each member of a team may take is equal to half the number of actions indcated by the scenario (round up)." About the single player on a three player game, read under "The three-player game" on p. 36.
