i have 2 questions about outdoor encounters:
A) when a lieutenant flee the encounter, the party of the heroes receives the money (250) and CT (4) ?
B) a figure with soar ability (like razorwings) blocks the line of sight during outdoor encounter?

A) No, that is the reward for killing a Lt. If the Lt flees they didn't kill him/her. But they did win the encounter, so they do get the encounter loot roll specified on pg15 (RtL).
B) Yes. Soar does not have any affect on LOS.

I do not understand your response. A typo? Maybe I'm insane? The FAQ says:

Yes, Soaring creatures block LOS and movement.
The Soar ability itself has no effect on LOS calculation, so a creature with Soar has exactly the same effect as a creature without LOS - it blocks LOS.
