Does Tywin gain the gold before cards come out of Shadows?

Basically I am just wondering if I can get gold on an empty Tywin to spend on bringing cards out of Shadows at the start of the Marshalling phase.

At the beginning of the marshalling phase, take 2 gold from the treasury and place it on Tywin Lannister.You may spend gold token on Tywin Lannister as if they are in your gold pool.

The updated Shadow rules that came with the QoD box set specify that cards come out of Shadows before anything else happens at the beginning of the phase. So Tywin - along with all other "at the beginning of the phase" effects - gets his (new) gold after cards come out of Shadows. You'd have to have gold on him from previous rounds to be able to pay for something greater than an "s0" card in Marshaling.

I'm new to AGoT, so I'm interpreting the rules that the taxation phase would remove the gold from Tywin, so when entering a new round's marshalling phase he wouldn't have any gold on him, right?

That's really powerful, though I suppose there are plenty of cards to negate it if you have them in your deck and can get them into your play hand.

It's not really that powerful.

Tywin looks great on paper (no pun intended), but while I am not saying that he isn't good, his ability isn't that great. Among other things, he costs 5 (generally means if you want him early, you get nothing else, which means he's vulnerable) and his effect only benefits you the turn after.

Lannisters generally have enough gold producers to pay for most of their toys anyway. Probably the biggest advantage Tywin gives is to allow you to bring cards out of Shadows during the Plot, Draw and Marshaling phases.
