Question about Dagmer Cleftjaw's warship-related +2 dominance STR.

Relatively new to the game, and curious about Dagmer Cleftjaw...his text reads that for each Warship location I control, add +2 STR to my total when determining dominance.

The question is this: do the warships need to be standing in order to be counted for the bonus STR in dominance? Nowhere in the rules could I find anything supporting this, and the text simply says if I *control* them, and nothing about standing. My opponent's reasoning is that since CHARACTERS need to be standing to count their strength for dominance, the locations should behave the same way.

What is the correct interpretation of this situation?

There you go. That's all you need to know :)

Counting the strength of standing characters for dominance is part of the rules. Adding strength for warship locations you control is a card effect, so all the information you need is in the wording of the ability. It only matters that you control them, not if they are standing or kneeling.
