Robb Stark (KoTS) "Any Phase" ability

Robb Stark (KoTS) - "If Robb Stark is the only King character in play, he gains: "Any Phase: Kneel Robb Stark to reduce the cost of the next House Stark army you play this phase to 0."

So whats the point of this ability being "Any Phase" if I cant actually use it to bring out an army character in any phase?

If you anticipate Valar, you can save him by revealing Stoic Resolve. gui%C3%B1o.gif

Really, thats the only reason? Sure thats pretty neat, but there are better ways to save a character.
