One big question. Can you attack a player that has no cards on the board to defend? Granted, a military action would be silly since no characters were on the board, but what about Intrigue and Power?

Oh yes you can. And how sweet it is slapping them around while they're down. And please note that initiating a military challenge against a defenseless opponent is not silly at all, because you still claim one power for unopposed. So have at them!
