Definition of "Target"

Playing Lannister, knee-deep in used 'Intrigue Gambits,' I won an intrigue challenge, and played "To Be a Lion" - using it to stand Tywin, and kneel my opponent's Eddard.

She countered with "Fear Cuts Deeper than Swords," which left us with a question - if i "stand a Lannister character you control to choose and kneel a character without an intrigue icon" is the Lannister character a target of the card, meaning that "Fear Cuts..." Cannot be played (as the Stark character is not the ONLY target) or is it a cost, meaning that the Stark character is the only target, and the card can be played?

Standing the Lannister character is a cost while the Stark character would be the target in this case.

You can always identify the cost of an effect by the construction "do X to do Y"; X is the cost.

A target is always (?) identified by the word "choose".
