In short, if I play a Targ character of 1 cost can I return Dragon Skull with Lady Dany Chambers?

I think I read the answer to this before but can't find it so is the printed cost of Dragon Skull "1" or "3"? I thought it was 1 so returning Dragon Skull with Viserys being played would be okay but I am not sure.

It's 3. The rules for Shadows tells you how much the shadow cards cost.
