A question about Urguck

“During your capital phase, you may spend damage on this unit as though it were resources” means that any damage tokens on Urguck during the capital phase can be removed, and for each damage removed, the controlling player is considered to have spent 1 resource.
Now, there is a argue between our friends.
Someone considered that FAQ say:"any damage tokens on Urguck during the capital phase can be removed"
so even he didn't need pay resource for anything, he still can remove damage.
The others considered that the full explanation of FAQ is
"any damage tokens on Urguck during the capital phase can be removed, and for each damage removed,
the controlling player is considered to have spent 1 resource."
So you still have to do something need to pay resource then you can remove your damage on Urguck.

Which one is right?

When you remove a damage token from Urguck, it is considered spending 1 ressource, and you cannot spend ressources for nothing.

Example : I have 2 ressources and nothing to spend them. My opponent plays Haste (steal 1 ressource), I cannot play in response "I spend 2 ressources but don't play anything" in order to prevent my opponent to have 1 ressource.
