Blessings in story mode.

Can you please explain how a priest of Sigmar uses his blessings outside of an encounter?For example,how many times he can use the Healing hand of Sigmar?

Firstly recharge is more up to the GM in story mode, I as a general rule let the players remove one recharge per hour of "in-game" time. So that limits the use of blessings etc.
Furthermore it also limits the favour recharge, as priests (in my game) get one favour back per hour to move towards their equilibrium.
Also, healing prayers (and all sources of healing right?) can only be used successfully on one specific target once per day, so that further limits their use and restricts "spam healing".
Lastly, I also limit the players to use about one action per hour, if they are just hanging around and "doing nothing", so a priest can only curry favour once per hour (and it will require one hour of praying), I motivate this through the fact that the priest or his friends is not in imidiate danger, so it takes more effort to gain the favour of the god.

This remove one per in-game hour also makes cards like big city bravado better (and many of the social cards) more useful, as they won't recharge as fast and thus add their bonus for a longer period of time.

I typically limit story mode actions to be used once during a scene and priests and mages are always at equilibrium at the start of a new scene. So if the players are just hanging out in a bar for 1 hour or 24 hrs they they are only going to be able to cast a specific spell once. If they want to cast more then that they they can power up like normal in combat. But at which point they are probably flipping into combat since most bar patrons aren't going to take kindly to a group of pc's hanging around in a bar flinging magic.

As far as I'm (generally) concerned Warhammer is about action and action cards should benefit characters while they are being active. If they are just sitting around on their butts doing nothing they aren't going to be able to benefit from action cards frequently at all.

However keep in mind. Scene changes don't need to mean the actual location changes, just the situation. So if they are in a bar just drinking that's the scene. But as soon as a fight breaks out the scene has now changed and then when the fight stops the scene has changed again. Also if they are in a bar and then just leave the bar, that to me isn't a scene change. This may be slightly contrary to the RAW for describing scenes. This is just how I handle things. For a scene to change there has to be some significant event to make it change. Either they are arriving at their destination, a fight breaks out or even something as mundane as having a full days rest or sitting down to a really good meal. They key points being something has to have either happened in the story to in some way change the mood of the characters or the flow of events. Just leaving a bar to walk across the street to go to another type of bar, that's not scene changes in my eyes.

I'm with Kryst on this. I only allow recharging when other things are happening, e.g., the investigation is on a tracker and there's a time token inexorably advancing marking each hour, then recharge per hour. Otherwise, if we narrate an evening, that's one card of any kind with recharge used - not just blessing or spell.
