Can you use an item that is ranged if your character has no dice in the ranged trait?

Yes, you can use any item.

Yes, you just won't get any power dice (other than those you buy with fatigue.) Generally speaking it isn't very cost-efficient to attack with weapons in a category you don't have (many) trait dice for, but it is legal.
