Lily Chen in Strange Eons

So I tried recreating Lily Chen in Strange Eons today and was surprised to find that she doesn't quite balance out. If I don't allow any adjustments for her special ability I go $6 over, and if I give her a +1 adjustment I'm $2 under. Can somebody explain what I am missing please?

Edit: I also notice that Tony Morgan is $1 under.

There's a few expansion Investigators that don't quite fit the "$25" mold, for reasons that are beyond the pale (unknown to us). Still, none of them deviate so far that $25 isn't still a good standard for Strange Aeons custom content.

The only thing you're missing (or deliberately ignoring) is that Strange Eons is an unofficial fan-made program. FFG offers no guarantee that their investigators will fit the rules of the program, and I doubt very much that they use it themselves.

Actually they do. But only when it comes to making investigators.

Well, Lily's funds come up as $15, which is $10 short of normal. But she also has one more maximum than normal , which is ordinarily -$8. She also has one extra focus point, so maybe somehow that's her counter-balance for the two missing dollars. Or maybe the focus and the extra maximum together are worth $10 for her.

Lily is an odd one. Maybe the "Martial Arts" instead of the random skill somehow enters into it. She's the only character who starts with a fixed skill instead of a random one, so she's the only data point we have on the matter.
