Under the scenario rules, does the "deploy" mean place all the units on the board already at the beginning of the game? I noticed some it will say "enter" and pay 1 action as in the rules but then sometimes it will say "deploy" This could make scenarios such as #2 Patrol a turkey shoot...

enter, deploy same thing in this case. Just poor wording. You deploy as per rule book.
