Fear of Winter vs. City of Lies

I reveal the Plot....Fear of Winter (Each player cannot play or put into play more than 1 card from his or her hand until you reveal a new plot card) and my opponent reveals City of Lies (When revealed, you may put up to 2 cards with the Shadows crest into Shadows from your hand without paying any costs). Does FoW prevent my opponent from putting TWO cards into shadows AND since these cards are put into SHADOWS, does that card count as the one "put into play" effect for FoW?

You can only put 1 card in shadows in this case. Cards being played into shadows count against FoW's limit.

Sorry for the thread resurrection...

In this case City of Lies is a Reveal plot. Fear of Winter is not. I was under the impression that the reveal plots are resolved first. I take it this not true?

Callistan, everything you say is basically correct. The point that you are overlooking is that Fear of Winter has a static effect that is always "on" while it is revealed. There is no point in time at which Fear of Winter is resolved. So as soon as it is revealed, its restriction comes into effect, even before the passive of City of Lies is resolved.
