What is the correct use of the card??

1. The other two squads advance the full movement factor of the officer, 5 spaces

or

2. the other two squads can only advance 4 spaces, because thats their movement allowance.

It seems to me that it should be # 1 above

I would greatley appreciate input as my group is argueing about the proper use

Well, the card states that the squads in the same hex as the activated squad (the one with the officer) are moved with it, so if the officers squad moves 5, then the other squads will also move to the same hex. Remember that the other squads are not fatigued and can then move their normal 4.
