FAQ vs Tourney rules confusion and other questions

In the last FAQ, and in this FAQ as well Pyromancer's cache was taken off of the banned list and placed on the restricted list instead. However in the official tournament rules just posted Pyromancer's Cache is still listed as banned.

Next, the previous FAQ update banned Blood of the First Men, and the current one still lists it as banned. However the Tournament Rules do not list this card as banned.

Lastly, previously we have been told the standard for LCG is that any expansion/chapter pack that has been released for a week or more prior to a tourney is "legal" for play. However the posted tourney rules do not list either Queen of Dragons or any the of the Secrets of Oldtown packs as valid for tourney play. Of course these tourney rules also seem to be dated from 2010 and list both Of Sand and Snakes and Dreadfort Betrayal as "Coming Soon." So, is Queen of Dragons legal for tourneys? What about Gates of the Citadel? What about Forging the Chain if that comes out early enough in May to have been out for a week or more before tourneys?

Now I'm assuming that FFG probably didn't fully edit the tourney rules to match the updated FAQ, but it would be nice to get some confirmations on exactly what is going to be legal and what will not be legal for play before we start building decks.

More to the point, the 2010-2011 Tourney Rules didn't mention a restricted list at all. So...are we ignoring that?

In the post you are referring to, FFG hadn't actually updated the tourney rules yet. A new one has been posted addressing all your concerns.
