Hi,

In play High elves vs Empire we encountered a situation where the Elf Ranger forced to shoot at Empire units every turn was "countered" with Support which force oponent (H. Elves) to pay resources for every action against Empire units.

The question is if the H. Elves player is forced to pay the resources or the effect is trigered but then canceled by refusing to pay the toll??

Shadow Warrior's forced effect isn't targeted, so Church of Sigmar doesn't affect it.
