Mhm, the long las mentions that the barrel has to be replaced frequently, whilst Storm Trooper guns have integrated cooling systems. The hotshot charge packs could therefore simply be batteries that hold more energy to compensate for the additional drain. In other words, a lasgun might simply have a built-in safety mechanism that prevents it from drawing more power than the weapon could handle.
On the other hand, perhaps the long las really is just a normal lasgun with a scope and better barrel that is simply used on the "high" setting all the time, whereas normal lasguns are mostly used on low to medium to prevent damage.
Lots of sources are pointing into different ways, and the studio material itself doesn't go into detail. I'd say go with what you deem most fitting for your game. Same with the rate of fire - even 220 rpm is still more than enough to give a burst of ~5 shots in a 6-second-round.
The AA-12 has 300 rpm and it certainly looks fast enough for me. As a funny sidenote, you can apparently even dual-wield-autofire this caliber .73 (0.5mm missing to bolt round size!) beast thanks to built-in recoil compensation: [
