Keepers

a few questions

if a keeper leaves his clavis in the care of a forge master when he goes on a mission, why is there a profile for it?

the keeper description says that their armour is of the most early marks yet the picture next to it says otherwise

why do you think this is

If a keeper does leave his clavis in the care of a forge master when he leaves on a mission what use will the unlocking of things on it have?

It's mainly for times when he is on duty in the Watch Fortress or if action is needed there.

He could possibly be cleared to bring it on a mission to another Watch Fortress but they don't want to run the risk of it falling into another's hands.

Missions can take place on Erioch. It'd be rather handy then.

As has been pointed out, missions can take place on Erioch and being able to bypass the massive amount of security systems is pretty handy. And specific missions involving archaotech vaults or something else of immense importance could result in special dispensation to take the Clavis outside. I stress important to be worth risking a DAoT-era artifact such as a Clavis.

I'm inclined to make older marks of power armour available as requisitions later in my campaign. So anyone who went Keeper I'd allow earlier access.
