When it says 4 AP of reinforcements are allowed per turn, does the player have to plan out all eight turns of reinforcements? Or can you decide each turn?

We've played it that you decide each turn. The only restrictions on the reinforcements are that they start on turn 4 and you can have no more than 16AP on the board at once.
It even says you can choose units that have been eliminated again or entirely new units and you would have no way of knowing which were going to be destroyed.

I am talking about scenario 3 of Operation Cyclone. It says for the defender "4 AP of reinformcements are available each game round". Nothing about turn 4 or 16 AP max.

It's all written in the text of the scenario, I played it last night.
Actually you are right it is in the scenario rules but it says Attention: when one of your units is destoyed, you cannot bring it back a second time. It can only be brought back by a Command Squad, if possible, following the normal rules.
So I would take that as a no, when you are allowed 4 AP's per turn, you can not re-use destroyed units.
But back to my original question, I play each turn the defender can bring whatever 4 AP's he wants depending on what he needs that turn. (except I can NOT use those units that were destroyed). I just wanted to make sure I should not have 4 AP's assigned to each turn and enter those units in order that was decided before the game.
it sounds like MM is talking about the mission in blue thunder .
but my reading of the scenario in OC is that its kinda both . you DO have to plan in regard to the no bringing back rule , so you would have to plan ahead of the game what units you have , but dont have to plan on exactly what you are going to bring back or when .
