Just a quick question I had regarding Crew Rating: On p.214 of the core, there is a table listing the various Crew Ratings, but after reading the entire Starships chapter, I can't find any reference to what the rating is when you first build your ship. Should I assume Competent?

Yes the default crew rating is compentent(30).You can pay 5(or10)SP at creation and get +10 at crew rating or deduct 10 from the crew rating and get 5(or10)SP.
