At present it's not possible if you stick to the rules. Neither Dwarves nor Elves have access to careers that allow them to use blessings or spells.

It's possible that the upcoming Black Fire pass expansion will have rules for Dwarven Rune Smiths and that a later Elf expansion will cover magic-using Elves or Elven blessings.
