KotS Stannis and Agendas

Stannis Baratheon from Kings of the Storm reads "If Stannis Baratheon is the only Baratheon King in play, he gains: 'Players cannot draw cards through card effects.'" Does this include agendas like Kings of Summer or Knights of the Realm? The FAQ says that agendas can't be canceled, but is Stannis' ability considered a cancel? Also, Does he affect the Master of Laws title?

I'm not sure about the agendas, as cards usually only refer to other cards in play, and agendas are not considered to be in play. But they are cards, so I'm not sure whether they would be affected. The title is not affected, because the draw from that is not a card effect, it's a function of the title. And Stannis ability is not a cancel.

the agendas are not making you draw, they are modifying the framework of drawing, so stannis doesnt stop that

This is actually incorrect, at least in its conclusion. The FAQ tells us that even though these effects are modifying your framework draw, they count against your draw cap, meaning that you are drawing extra cards through card effects.

Therefore, Stannis does stop the Agendas from adding cards to your framework draw (as a card effect) for the same reason that such Agendas count against your draw cap (as a card effect).
